IT IS NECESSARY TO ESTABLISH UKRAINIAN LANGUAGE, NOT TO PROTECT!

On the Day of Ukrainian Writing and Language - November 09 - professors of history Pushnyak O.A. and Rudenko Y.M. conducted a historical lecture for students of groups of 21 PC and 11 GRC. Students got acquainted with important historical facts about the language, reviewed an interesting video about its formation and development. Hundreds of years, Ukraine was a colony. Ukrainian language was humiliated and forbidden. Only 40-50 years ago, people were imprisoned when, for example, the book by I. Dziuba "Internationalism or Russification" was found. Ukrainians fought for the right to use their native language. After independence, and then signing of the 1996 Constitution, the situation changed fundamentally. Ukrainian is no longer the language of the ethnic group, which must fight for it. Now language problems must be dealt with with a different approach and understanding. Now it's no longer necessary to protect the language, but start to establish it at last.
The root of all our language problems in the issue: whether Ukrainians have the right or duty to speak? From year to year, the provision on the right to use the state language migrates in the language law of Ukraine. Right is not a duty. Misunderstanding or ignoring of this fact distorts the very definition of what a state language is, and what the languages of national minorities is. As a result, it drags us into an outdated matrix of solving linguistic problems that existed in Soviet times.
And therefore, the beautiful words "Everyone has the right to education in the state language" - do not conform to the Constitution of Ukraine. Citizens do not need any right to use the state language. In its decision of December 14, 1999, the Constitutional Court formulated this unequivocally - the state or official language is the language, which granted by government the legal status of the obligatory means of communication in public spheres of public life. Ukrainian is a state and official language in the whole country in all public spheres. Its use is a prerequisite for the functioning of a state organism. State language is one of the main instruments of the state. No language - no state.
